NIADA, Industry Groups Unite with Consumers on Title Washing Issue Automakers, auto dealers and some of their harshest critics are teaming up against improper reselling of rebuilt wrecked, flood damaged and salvage vehicles. In a joint letter, industry and consumer groups, including the NIADA, asked the U.S. Department of Justice to make a priority of long-delayed rules that they say would make title-washing, which is the practice of fixing a wrecked, flood damaged or salvage vehicle and transferring it from one state to another and then reselling it with a clean title, more difficult. The groups say regulations are needed to implement a national database of vehicle titling information, called for in the Anti Car Theft Act of 1992. The database would link state Department’s of Motor vehicles and would include vehicle identification numbers of severely damaged cars and trucks, provided by insurers and salvage yards. The groups also ask that the data be made available electronically to consumers.
